Microsoft 365 subscription required — Esri docs say it is not supported with a perpetual Microsoft Office license. Supported clients: Excel on Windows (Microsoft 365 / retail Office 2016 and later, Excel Version 2008 Build 13127.20296+), Excel 2021 volume-license on Windows at that same build, Excel on macOS 16.40.20081000+, and Excel on the web. Not supported on iPad or Office Online Server. Guest users can view public ArcGIS content and Living Atlas layers, plot x,y points from Excel, pan and zoom, and view pop-ups without an ArcGIS account. Full map tools, private layers, geocoding, enrichment, and analysis need an ArcGIS Online organization or ArcGIS Enterprise user type with create/analyze/share privileges; Esri says those apps are included with ArcGIS user types.
